Duties

The selectee will serve as Management and Program Analyst in the Office of Planning and Programming (OPP) Budget Support Team Typical work assignments include:
  • Monitor and track allocations, obligations and expenditures throughout the budget execution phase; analyze financial situations and make recommendations for corrective actions; develop annual operating budgets.
  • Develop and maintain complex data query systems and perform analysis.
  • Researching and analyzing data, policies, procedures, or other organizational line program operation that requires evaluation to determine if stated objectives are being met.
  • Prepare necessary financial documents, including grants and agreements; prepare and present budget status reports.
  • Keep management updated throughout the year on spending trends and any potential budget issues.
  • Develop a wide range of projections for management to make staffing and funding decisions.
  • Consults OPP Budget Support Team Lead and managers, as needed, throughout the budget review process and develops updated procedures or procedural supplements.

Qualifications

At the GS-09 level, you must meet one of the following qualifications:

One year of specialized experience equivalent to at least the GS-07 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to analyzing proposed changes to determine program impact, determining resources requirements, performing budget management functions for an organization, coordinating disbursements and reconciling unliquidated transactions, preparing reports and corrective action plans, renewing contracts and purchase agreement; OR
**OR applicants may substitute successful completion of 2 years of progressively higher-level graduate education or master's or equivalent graduate degree (such as an LL.B or J.D if related). (36 semester hours, 54 quarter hours, or the equivalent).
