Job Description

Formulate & implements program policies & procedures for the personnel program for Worker's Compensation & Occupational Injury Leave (OIL); assists HCM Manager by carrying out specific human resources activities: primary contact for employee leave benefits (e.g., OIL, Workers' Compensation, leave of absence without pay for medical leave); maintains all Workers' Compensation & OIL files; tracks records & verifies lost time; responds to customer inquiries regarding Workers' Compensation & OIL (e.g., filing, forms, claims, unpaid bills); maintains communication with payroll to assure accurate lost time recording & maintenance of healthcare; assists Safety Department in completion of required reports; resolves all other Workers' Compensation & OIL related issues/follow-up (e.g., counsels & assists employees in completion of appropriate forms, completes, processes & files documents for benefits, liaison between human resources, payroll & central office benefits administration to provide information & resolve benefits problems); advises employee on criteria for extended leave; coordinates & processes corporate transitional work program (e.g., communicates with employee, physician, transitional work committee & department directors); coordinates transitional work schedule with employees & department directors; conducts meetings to assign transitional work to injured workers.

Formulate & implements NBH policy & procedure for disability & Family Medical Leave Act (FMLA) programs; maintain inventory records for department; supervises maintenance & fiscal control; administers FMLA program for NBH; implement, record & maintains FMLA certifications; advise upper management of current documentation on file; prepares & maintains FMLA confidential reports; manages all disability claims for NBH to determine if information provided meets the Department of Administrative Services (DAS) standards for approval; responds to all employee inquiries regarding disability & FMLA (e.g., filing, forms, claims, approval notices, payment); maintains communication with payroll to assure accurate lost time recording & maintenance of health care.

Serve on assigned committees (e.g., Employee Relations Committee (ERC), Environment of Care (EOC)); conducts orientation of human resource policies to new employees.

In absence of other staff, performs other human resources duties, which include: conducts orientation of human resources policies to new employees; completes employment verification forms & reference checks on active & inactive employees; notifies & advises new employees on insurance (e.g., health, dental, vision, life) options & eligibility; processes open enrollment health forms; accepts job bids on current positions; completes other human resources functions as assigned & travels as needed; attends meetings, conferences & seminars; provides information to employees, supervisors & managers regarding labor contract provisions; utilize OhioMHAS approved office productivity software, approved intra & Internet resources & information systems in an appropriate work related manner as specified in NBH Personal Computer Usage Guidelines for Employees.
